To: Secretary of State. (No.1727).

Dated 20th December, 1946.

Your telegram No. 1438 of 17th December.

Small Craft. Charges were provisionally accepted only because in March before (R) before establishment of Civil Government Admiralty stated that on closure of V.A.(Q) we must accept financial responsibility for maintenance. Had we not done s0 these badly needed craft would have been disposed of elsewhere. There was in circumstances no time to argue.

We had not previously been informed definitely that cost of craft will be borne by H. M. G. and not finally passed on. This fact certainly lessens our objection to payment of charges but we would be grateful if you would pursue matter.

In the meantime we have instructed Reeves pay charges in order to avoid delay in shipment.
